John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

John is published weekly in The Inquisitor, bi-monthly in The Forum News, and frequently in the Shreveport Times.

He enjoys addressing civic groups on local government issues and elections.

Shreveport City Attorney reviews proposed Cross Bayou Point Binding Memorandum of Understanding

The  agenda for the Shreveport City Council on Jan. 13 and 14  lists a resolution sponsored by Councilman Willie Bradford on the proposed Cross Bayou Point development.
The resolution is to authorize Shreveport Mayor Adrian Perkins to execute, on behalf of the City of Shreveport, a Binding Memorandum of Understanding (MOU) for the proposed $1 billion project.
A review of the MOU by the Shreveport City Attorney Office sets forth many "challenges" with the project and the MOU. Here are exclusive highlights:

1. What would be the impact on the Shreveport central business district if the Caddo Courthouse was moved to Fannin Street?

Cross Bayou Point is a part of the Central Business District (CBD). GDC/Saber is proposing to move the Caddo Parish Courthouse three blocks from its present location. Presently, parish agencies are spread across the city. At the same time, GDC/ Saber is proposing to build a new State Office Complex consolidating hundreds of state workers next to a new Criminal Justice Complex. Consolidating thousands of employees into downtown would be a tremendous boost to the CBD. Those workers would eat, shop and hopefully, after work, live and play in a revitalized CBD.
