Writing in The Advocate in February of 2019, Mark Ballard reported on the three Louisiana towns from the Louisiana Legislative Auditors list of 18 Financially Distressed Municipalities that were being considered for takeover by the Louisiana Legislature last year. Three were already under a state-appointed manager, the largest of which is Bogalusa. This year, the Legislative Auditor web page has a list of another 15 Financially Distressed Municipalities which may be no longer a going concern and need the state to step in and appoint a city manager. Notable towns on the 2020 list are Grambling, LeCompte and Winnsboro. This is worth noting as Shreveport City Hall considers what to do about a $25 million budget shortfall already caused since entering COVID-9 lockdown in the first quarter. What to do about that shortfall and how to stem the losses going forward this year are the biggest issues facing Shreveport leaders and citizens. But what to do?
