Traditionally the Shreveport City Council conducted an administrative conference/work session on the Monday before the official Tuesday meeting.
This session was suspended once the Covid-19 pandemic arrived and the Council started Zoom meetings.
The Zoom council meetings worked well without the work session the preceding day.
Once the Council resumed meeting 'live", the work sessions were skipped.
And guess what?
The regular council meetings have been conducted in an orderly efficient manner without the Monday "practice" day.
Council members get their agenda and accompanying documents on the Friday or Thursday pm before the Tues. meetings which gives ample preparation time.
And when questions on agenda items are problemsome, the items are delayed until another meeting. No big deal. And the really messy items are referred to a committee to thrash out the issues.
Council meetings are often prolonged by excessive, non relevant comments by private citizens who just want their three minutes of fame.
Work sessions only allow duplication of these time wasting monologues that delay the real business of the council
Eliminating the work sessions also allows for more productively by department heads and other city employees who must attend the council meetings.
Why take them away from their job for an extra 2 hours plus on Monday when they will be in attendance at the regular Tues. meeting?
Bottomline, the Council does not need to resume the Monday administrative conferences. This body has proven it can work effectively and efficiently with just the regular meetings.
