John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

John is published weekly in The Inquisitor, bi-monthly in The Forum News, and frequently in the Shreveport Times.

He enjoys addressing civic groups on local government issues and elections.

 

JULIANNA PARKS NOT GOOD CANDIDATE TO REPLACE SKAGGS ON BOSSIER POLICE JURY

Bossier Police Juror Jack "Bump" Skaggs resigned his position to become the chief executive officer of Northwest Louisiana Council on Governments

The police jury meets Monday to name an interim replacement to serve until an October election.

Julianna Parks has submitted her application for this position.

For many reasons she should not be selected for this position.

Its called conflict of interest.

And she has many potential conflicts of interest if she serves on the police jury.

Julianna is a practising attorney and she should be aware of the ethical problems with conflicts of interest.

Julianna is the wife of Bossier City Judge Santi Parks.

Santi has a part time law practice and he regularly appears in Benton courtrooms. Currently he is representing a DWI client in Benton.

The police jury appropriates funds to the 26th Judicial Court.

Thus Julianna will have a conflict of interest on jury votes for this court.

She also appears in the Benton courtrooms, which further compounds the conflict issue.

Julianna is a member of the Shreveport law firm Langley & Parks.

This firm represents Bossier Parish Sheriff Julian Whittington.

Whittington's office also receives funds from the Bossier Police Jury.

Funding of Whittinton's office and representing him in Benton courtrooms is an undeniable conflict of interest.

Simply put, Julianna will be a walking conflict of interest if she is a police juror.

As a attorney Julianna her actions are regulated by the Louisiana Bar.

If a police juror her actions in that capacity will be regulated by the Louisiana Board of Ethics.

The recent Bossier City elections have sent a strong message that the accepted practice of governmental nepotism should end.

Julianna's bid for the police jury is a prime nepotism example and it should be rejected.
