The Shreveport City Council will have on its June 8 agenda an ordinance amending the city's Architectural and Engineering Selection Committee (A/E).
This ordinance was delayed from its last meeting.
For many years there here have been complaints about the A/E Committee with allegations of favoritism.
There have also been complaints that the selection process was biased against small contractors.
The proposed ordinance has the following evaluation criteria:
1. Capability to perform all or most aspects fo the project
2. Recent experience with comparable City of Shreveport projects
3. Firm's reputation for integrity and competence
4. Fair share participation
5. Key personnel's professional qualifications essential to the work to be performed
6. Current workload
7. Qualifications of Sub-Consultants
8. Team work Location
9. Understanding of program or project including potential challenges and the City's special concerns
10. Past performance on City projects including meeting deadlines
11. Location of assigned staff office relative to project.
The A/E committee is to assign numerical factors ranging from one (1) to five (5) on these criteria.
The ordinance also makes changes in the composition of the Committee.
The Citys' Fair Share director is added as a permanent committee member.
Three versus two citizen members will be appointed to the committee and a council designee versus the council vice chair form the nine member board.
