John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

BOSSIER CITY ATTORNEY JACOBS TAKES THE SLOW TRAIN TO BENTON COURTHOUSE

Well...he does have a private practice of law.

And reportedly he has regular business in a suite at Louisiana Downs.

But then he seemingly takes orders from King David as in David Montgomery, the self-appointed "leader" of the Bossier City Council.

Zamboni Jacobs was instructed by a vote of the Bossier City Council to send a letter to the Bossier Registrar of Voters requesting that the term limit petition be de-certified. And failing that Jacobs was to file litigation to have a court in Benton rule on the validity of the term limit petition. (The moniker "Zamboni Jacobs" was earned when Jacobs was heard at a Bossier City Council meeting saying he wanted to run over me with a Zamboni.)

The Registrars’ deadline to respond was Mon. Sept. 11. She did not respond to Jacob's demand, but the Louisiana Attorney General's office did on the Registrar's behalf on a letter received on Thurs. Sept. 14.

The Bossier City Council met yesterday, Tues. Sept. 19. Jacobs advised the Council that he should have a Declaratory Judgement action within seven to 10 days.

Hmmm---that means the litigation should be filed no later than Friday. Sept. 29. That's only 18 days past the deadline for the Registrar to answer. But then Zamboni man is a busy person, and so is part time city attorney Richard Ray.

A Declaratory Judgment action is a simple petition asking the court to make a ruling on a legal matter.

While I practiced law, I filed several of these--they take all of 6 hours at the most to prepare if one is typing on an old fashion Underwriter typewriter with carbon paper.

Of course, delay in the gameplan for the four council members opposed to term limits--maybe that is five if Vince Maggio is included. But Vince is a newbie and not a long-term council member like King David, Jeff Frees, Jeff Darby, and Bubba Williams.

Thankfully Declaratory Judgment actions are heard on an expedited basis and any appeal to the Second

Circuit is also on a fast track. There is little doubt that the four long in the tooth council members will vote to appeal any adverse ruling by a Benton Judge.

And that brings up another question-- will all the judges in Benton recuse themselves from the case?

Several live in Bossier City. But that’s a question for another day--whenever Jacobs gets around to filing the litigation.
