John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

John is published weekly in The Inquisitor, bi-monthly in The Forum News, and frequently in the Shreveport Times.

He enjoys addressing civic groups on local government issues and elections.

 

DID CADDO COMMISSIONER THOMAS NOT REPORT ALL TIME OFF FROM SUSLA?

Victor Thomas is a Caddo Commissioner.

He took office on January 8 , 2024. At that he was employed by Southern University Shreveport (SUSLA) in the Student Affairs and Enrollment Management Office. His position was full time. He became a part time employee in Oct. of 2024.

The Caddo Commission usually meets on the first and third Monday and Thursdays of each
month. On occasion the Commission has special meetings or has its work sessions and regular meetings on different days.

Thomas' SUSLA time records, the 2024 Caddo Commission meeting calendar and minutes of Caddo Commission meetings from January 8, 2024, through Sept. 30 were examined collectively.

It appears that Thomas attended several Commission meetings during the work day
without taking annual leave.

Note the following:

1. Thomas attended the January 18, 2024, Commission meeting.

His time records show 0 hours of annual leave utilized on that day.

2. Thomas attended the 8 Feb. Commission meeting.

His time records show 9 hours of sick leave taken on that day.

Reportedly, Thomas attended the NACO conference in Washington D.C Feb. 9-14. He did take 9 hours of annual leave on Feb. 13.

3. Thomas attended the April 25 Commission meeting.

His time records do NOT show any hours taken for annual or sick leave on that day.

4. Thomas attended the May 6 Commission meeting
His time records do NOT show any hours taken for annual or sick leave on that day.

5. Thomas attended the Sept.5 Commission meeting.

His time records do NOT show any hours taken for annual or sick leave on that day.

Thomas was sent a text on March 27 asking if he took PTO for all commission meetings when he was a full time SUSLA employee. His response was "yes".

So the question remains: Did Commissioner Thomas correctly report time off from SUSLA to attend Caddo Commission meetings?
