John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

HOW LONG DOES IT TAKE CADDO PARISH FINANCE DEPARTMENT TO RECONCILE TRAVEL REPORTS

Maybe they are busy calculating the expected payout on the proposed $10 million pickleball complex.

Maybe they are estimating the total legal expenses the Parish will pay Shreveport attorney Jerry Harper to defend the seven Caddo Commissioners who violated the Open Meetings Law with three resolutions.

Or maybe like the seven Commissioners they now think state laws, i.e. the Public Records Act, no longer apply to Caddo Parish.

In July of this year several Caddo Commissioners and reportedly several Caddo Parish employees attended a conference/convention in Philadelphia, or somewhere thereabouts in Pennsylvania. Rumor has it that one or more parish employees were accompanied by a spouse.

A public records request was made on July 25, 2025 by the undersigned for information on this trip: who attended and total expenditures paid by Parish for each including registration fees, travel expenses, food, lodging, tips etc.

Parish attorney Donna Frazier advised the deadline for the travel reimbursement/accounting reports was July 30. A suggested date of Aug. 12 for the reports was agreed upon. After a follow up , Frazier advised on August 18 that the reports had been submitted but not yet reconciled.

An email complaining of the delay to parish Administrator Erica Bryant has not been answered.

The documents requested are public documents.

The documents requested will reflect the expenditure of public funds.

The documents requested do not contain privileged information that needs to be redacted.

The documents are not part of any ongoing litigation.

So why the delay?

Currently the Caddo Commission and seven of the Commissioners have  a public black eye from the lawsuit filed by the Louisiana Attorney General for violations of the Open Meetings Law. This public disgrace is exacerbated by the expenditure of public dollars to defend the seven Commissioners.

In the meantime, the Caddo Commission is continuing its examination of a proposed $10 million pickleball complex that has been sent back to the Economic Development Committee. Many pertinent questions about the proposed project have yet to be satisfactorily answered and public scrutiny has only increased.

And now the inexcusable delay in providing information on a taxpayer funded  "road trip" to the home of the Liberty Bell. Hopefully litigation will not be required to get this information.
