This is not rocket science.
A quick car tour around Millennium Studios evidences a major source of flooding that prevents film production by Curtis "50 Cent" Jackson at this location.
The 70,000 square-foot Millennium Studios was constructed at a cost of $10 million. The facility is located on 6.7 acres and it opened in 2011. In November of 2016 the Studio went "dark" as it closed for production.
Flooding occurred at the Studios prior to its closing during film production. The flooding was not severe, with water leaking in under doors which did not stop production.
Groundbreaking was held on the Grand Bayou Apartment complex constructed on a hillside adjacent to the Studios in 2019. The complex had a ribbon cutting in June 2022.
The City of Shreveport purchased the Studios in February 2022. Then mayor Adrian Perkins said the purchase would lead to 200 new jobs.
The flooding at the Studios increased substantially after the first Grand Bayou Apartments were completed.
In March of 2023 flooding interrupted filming and caused a delay in completion of the production.
Mayor Arcneneaux acknowledged a severe flooding in June 2023

What was once a vacant hillside where rainfall could be absorbed has been replaced with construction and concrete that provides for a rainfall chutes to pour water down to the Studios street level. And one wonders why flooding has increased, as in major increase, in the Studios after the construction of the apartments rendering the building nonfunctional for film production.
