Louisiana state representative Tammy Phelps has announced her candidacy for Shreveport mayor.
Phelps has introduced House Bill 674 which is, in effect, a campaign statement.
This bill aims to increase state access to local records regarding active negotiations for economic development projects.
The proposed legislation means that records relating to ongoing negotiations by local governments for economic development projects must be shared with Louisiana Economic Development (LED).
The bill also provides that legislators whose districts are within the local government’s jurisdiction will have the opportunity to participate in negotiations for economic development projects.
Across the state economic development entities oppose the broad scope of this legislation.
LED and necessary local elected officials are always involved in major economic projects to the extent needed in the negotiation process. This legislation imposes unneeded and burdensome requirements and endangers the required non-disclosure aspects of economic development.
The Caddo Commission Administration introduced a resolution opposing this bill, which appears on the work session agenda for today’s commission meeting. The resolution can be passed at the Thursday regular session. It is expected to be approved.
No doubt this legislation will be added to Phelps’ mayoral campaign platform. The majority of politicians doubt this will benefit her campaign.
