John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

DETAILS OF DESOTO PARISH SHERIFF HELICOPTER AND SPD AGREEMENT

At its June 9 meeting the Shreveport City Council is expected to approve the Cooperative Endeavor Agreement (CEA) between the Desoto Parish Sheriff Office (DPSO) and the Shreveport Police Department (SPD) for the use of DPSO helicopters and aviation personnel.
 
Here are the key details of the proposed CEA:
 
1. DPSO has two helicopters and employees FAA certified helicopter pilots;
 
2. The helicopters and personnel will remain under the command and control of DPSO.
 
3. SPD’s mission objectives will be coordinated with DPSO subject to final authority for flight decisions of the DPSO pilot in command
 
4. DPSO will be responsible for all fuel costs, maintenance and operational expenses, hanger fees, and all other costs and expenses of maintenance and operation of the helicopters.
 
5. SPD shall pay an annual fees of $150,000 payable on June 30 of each year.
 
The proposed CEA does not have any minimum requirements for helicopter flights over Shreveport or any maximum number of requests by SPD for helicopter assistance by DPSO.
