The Caddo Administration plans to use the Construction Manager at Risk (CMaR) process for constructing the pickleball complex on property owned by the Forbing YMCA.
The planned project includes a clubhouse facility, a championship court with spectator seating for 1,000, 19 pickleball courts, a shade structure, benches throughout, picnic areas, a walking trail and parking for 500 cars.
In a letter to Louisiana state officials seeking approval for the CMaR process, the Parish stated that the anticipated Cost of Work, Contractor’s fee and Owner’s Contingency are valued at $9 million.
Additional costs will be incurred for furnishings, equipment and ancillary items needed to complete the complex. The Commission approved a total cost not to exceed $10 million for the complex.
The Parish successfully used the CMaR process for the total renovation of the Walter B. Jacobs Nature Center.
CMaR is a project delivery method where a construction manager acts as a consultant during the design phase, then transitions to building the project under a Guaranteed Maximum Price, absorbing the financial risks of cost overruns. The advantages of this process include cost predictability, early expert input and fast-tracking.
The Parish has yet to reach an agreement with the YMCA regarding the land lease and management of the facility.
