John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

IF “MAN CAMPS” COME TO CADDO PARISH THEY MAY BE REGULATED BY THE PARISH

The agenda for the Caddo Commission’s Monday meeting has an ordinance that contemplates temporary housing areas that may sprout up in the Parish.
 
The proposed ordinance references “man camps” or “crew camps,” and although it does not reference “woman camps” or “they/them camps,” the proposed regulations would apply to  them.
 
John-Paul Young’s ordinance defines a Temporary Workforce Housing Facility (TWHF) as “sleeping quarters for ten (10) or more construction, industrial, data center, or related project workers” that may be housed in modular units, RVS, trailers, manufactured structures, prefab buildings, or tents that are used for more than three (3) consecutive calendar days or more than ten cumulative calendar days with any ninety (90) day period. Licensed hotels, motels, B &Bs, and licensed trailer parks are excluded along with housing for agricultural workers.
 
The ordinance only applies to unincorporated areas of the parish and it has provisions for registration, location restrictions, operational standards, site restoration plan and bond, along with penalties for violations.
 
Presumably this ordinance will be referred to a Commission committee.
