Both Representative Tammy Phelps and Steven Jackson have successfully enacted moratoriums on the issuance of liquor licenses for off-premises consumption which includes daiquiri shops, convenience stores and retail establishments with less than 5,000 square feet of “public habitable floor area.”
The operative language in both acts reads: “Beginning on August 1, 2026, and ending on December 31, 2027, no permits for the sale of alcoholic beverages ...shall be granted.”
Phillip’s bill applies to her house district 3 and Jackson’s to his district 2.
Jackson’s legislation does not apply to Bossier City or Shreveport’s Downtown Development District.
The literal language of both bills prohibits granting a license and neither addresses pending applications.
This raises the question of processing by the Shreveport ABO personnel as well as state agencies, which could unduly delay the “granting” of a license.
Shreveport has two possible pending applications that may be adversely affected.
The first is for a convenience store on Linwood and 3132. The other is for the planned development on Kings Highway at the site of the old Don’s restaurant.
On can expect questions on these two acts at the Shreveport city council work session tomorrow and/or the regular meeting tomorrow.
