Henry Whitehorn was elected Caddo Parish Sheriff on March 23, 2024 and he took office on July 1, 2024.
Since taking office Whitehorn has required all Sheriff employees to sign NDAs (Non-Disclosure Agreements), which sets a precedent in northwest Louisiana.
Whitehorn has basically shut down the free flow of information from his office, rarely granting public interviews and rarely making public appearances.
The sheriff’s office is the ONLY public agency in northwest Louisiana that charges a fee to obtain any public information, such as $1 for a letter with three sentences.
Whitehorn is a scheduled speaker at the North Shreveport Business Association meeting on September 8.
A public records request was submitted on Friday August 14 for the following information which should be answered by end of August and in time for follow-up questions at the meeting:
1. What was the inmate count at Caddo Correctional Center on December 31, 2023
2. What was the inmate count at Caddo Correctional Center on August 1, 2026
3. As of December 15, 2023, list the top 15 salaried employees of the Caddo Sheriff Office, including the Sheriff, with job titles and annual pay
4. As of August 1, 2026, list the top 15 salaried employees of the Caddo Sheriff Office, including the Sheriff, with job titles and annual pay
5. What date was the auto mall property purchased and what was the purchase price?
6. What funds have been spent on the auto mall since purchase through Aug. 1, 2026, with a breakdown of the funds expended
7. What is the total anticipated cost for renovation, remodeling and new construction at the auto mall complex and what is the anticipated completion date
8. What is the total anticipated cost to move into the auto mall of personnel, including the transfer of services, moving costs, new equipment purchases
9. What are the total number of people assisted by the Domestic Violence Unit since it was opened on April 13, 2026, through August 1, 2026
10. What the names and job titles of all people working at the Domestic Violence Unit, their job titles and the total monthly payroll.
Many more questions can be asked to Sheriff Whitehorn to determine how he is spending public dollars.
How responsive the Sheriff is to these questions submitted by a public records request on Friday on August 14, 2026, will be a story yet to be told.
