John E. Settle, Jr.
Ron Lattier was confirmed as Shreveport's city attorney on Aug. 20, 2020.
When confirmed, his salary was $150,000 per year. Now it is in excess of $169,.
Lattier was a Red River Waterway commissioner when he became city attorney.
From August 2020 through January 2022, he has missed 25 workdays attending meetings of the waterway commission in Natchitoches. These meetings take up most of the business day.
Lattier was paid over $2,400 as compensation for attending these meetings.
The commissioners generally travel to Natchitoches the day before the weekday meetings. The commission has paid/reimbursed Lattier over $6,100 for expenses during this time period.
Lattier was the retained attorney for the Caddo Levee Board when he became the city attorney.
The levee board's monthly meetings during the business workday generally last for an hour.
In 2021, Lattier attended 11 of these work week meetings. He was paid in excess of $3,800 for being at these meetings.
The referenced commission and levee board meetings represent over 200 hours during the business day that Lattier was not in the city attorney's office doing city work.
During the August 2020 through January 2022 time period, Lattier only took eight hours of vacation.
Thus, it appears that Lattier was paid double for 190 payroll hours -- both by the city of Shreveport and the waterway commission or the levee board.
Lattier is a non-classified employee, and his direct supervisor is Mayor Adrian Perkins.
