John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

John is published weekly in The Inquisitor, bi-monthly in The Forum News, and frequently in the Shreveport Times.

He enjoys addressing civic groups on local government issues and elections.

 

APPEAL BOND POSTED BY PERKINS FOR COURT OF APPEALS HEARING

Shreveport Mayor Adrian Perkins has timely posted an appeal bond of $937 necessary to take his case to the Second Circuit Court of Appeals.

Presiding Judge Brady O'Callaghan ordered the bond.

He also ordered the Caddo Clerk of Court to prepare the entire record in the case and deliver it to the Court of Appeal no latter than Friday, Aug. 5.

The Court of Appeals, which is located on Fannin Street in Shreveport, must hear this appeal within four days of receiving the court record.

Thus the appellate hearing will either by Mon. Aug 8, or Tues. Aug. 9. depending on the date the record is received by the Court of Appeals.

The hearing before the appellate court is based on the suit record. Live testimony of witnesses is not taken. Counsel for the parties are almost always questioned by the judges.

There are nine judges on this appellate bench.

It is expected that Judge Frances Pitman will recuse herself, just as her husband Caddo District Judge Mike Pitman did at the trial level.

Judge Jeff Cox authored a key opinion of the Second Circuit that has been cited as a controlling precedence. Thus it is expected that Cox will recuse himself.

The chief judge of the Second Circuit will decide how many of the remaining seven judges, and who they are, to hear the case. A minimum panel of three judges is required.

Like Judge O'Callaghan, the Second Circuit court must render is written judgment withing 24 hours of recess of the court hearing.
