John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

John is published weekly in The Inquisitor, bi-monthly in The Forum News, and frequently in the Shreveport Times.

He enjoys addressing civic groups on local government issues and elections.

 

OBSERVATIONS OF MAYOR PERKINS COURT OF APPEAL HEARING TODAY


A three judge panel of the Second Circuit Appeals heard the appeal of Shreveport mayor Adrian Perkins from the opinion disqualifying him rendered on Tuesday by Caddo District Judge Brady O'Callaghan.

Chief Judge Moore, Judge Stone and Judge Thompson. were on the panel. Both Moore and Stone concurred in the court's ruling of a similar disqualifying case in West Monroe written by Judge Cox.

Twenty minutes were allowed for argument by both counsel.

It was quite apparent that the judges had carefully reviewed briefs submitted by both of the parties.

All three judges asked numerous questions , with the majority directed to counsel for Perkins.

No witnesses are allowed in appellate cases. The testimony, arguments of council, comments from the bench along with the exhibits introduce at the trial are subject to review by the judges.

The court made several references to the West Monroe case.  And they asked the mayor’s council to distinguish that case.

Judge Moore announced an opinion would be rendered no later than 11:40 a.m. on Monday, August 8th.

The opinion will be posted on the Second Circuit website.
