John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

John is published weekly in The Inquisitor, bi-monthly in The Forum News, and frequently in the Shreveport Times.

IS COMMISSION CANDIDATE MONRO BROWN VIOLATING ELECTION AND NON-PROFIT LAWS?

Monro Brown is a candidate for the Caddo Commission District 6 seat on the March 23 ballot.

Her opponent is former Caddo commissioner Steffon Jones.

Monro Brown is the principal of Seniors First, a non-profit corporation.

Seniors First is hosting voter registrations at A.B. Palmer Park.

Reportedly, she/her representatives are encouraging citizens who register to also vote for her for

Commissioner. Encouraging people to vote is OK for a non-profit entity. But it is a violation of the non-profit laws to encourage citizens to vote for a particular candidate. This activity is also prohibited at SPAR parks.

On an equally if not more important note, Brown's social media post encourages citizens to "Drop by to have mail-in/absentee ballots witnessed!"

Louisiana law has strict rules on witnessing absentee ballots. Specifically, a person can witness absentee ballots for family members. And for non-family members, a person can NOT witness more than one absentee ballot.

Thus, all of the absentee ballots witnessed by Brown and/or her representatives can be questioned and even disqualified.

These actions by Brown and her campaign should raise red flags to the voters in Commission District 6.

Caddo Registrar of Voters Dale Sibley should have his office carefully track frequent ballot witnesses.
