LOUISIANA ATTORNEY GENERAL SLAMS CADDO PARISH ADMINISTRATOR BRYANT

During the last legislative session Caddo Parish Administrator Erica Bryant sent a letter on behalf of the Caddo Commission supporting the extension of the state's film tax credits. Representative Danny McCormick opposed this legislation.

McCormick then requested an Attorney General's Opinion on the appropriateness of Bryant's letter. McCormicks was concerned because the Caddo Commission had not given prior approval to Bryant.
Here is an extract of Opinion 25-0001:

Question #1: Does the Caddo Parish Administrator have the authority to represent the interests of the Parish of Caddo without the approval of the Caddo Parish Commission?

Conclusion: It is the opinion of this office that the Caddo Parish Administrator does not have the authority to represent Caddo Parish's interests absent approval by the Caddo Parish Commission.

Question # 2: Does the Caddo Parish Administrator have the authority to submit letters or speak on behalf of the parish in a manner contrary to the wishes of the Commission?

Conclusion: It is the opinion of this office that the Caddo Parish Administrator does not have the authority to submit letters or make statements on behalf of Caddo Parish in a manner contrary to the wishes of the Caddo Parish Commission.

The letter supporting the film tax credits has been requested and will be published upon receipt. Below is the AG opinion.
