John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

John is published weekly in The Inquisitor, bi-monthly in The Forum News, and frequently in the Shreveport Times.

He enjoys addressing civic groups on local government issues and elections.

 

DID SHREVEPORT'S COMMUNITY DEVELOPMENT DEPARTMENT FAIL TO COMPLY WITH A PUBLISHED PUBLIC NOTICE

The Thursday July 10,2025 Shreveport Times contained a public notice for the City of Shreveport, Department of Community Development.

The notice dealt with the Community Development Department developing a 2025 Plan of Action for entitlement funds from the U.S. Department of Housing and Urban Development (HUD).
The pertinent language of the notice read:

"A draft of the plan will be available for public review from July 10, 2025 through August 10, 2025 , at the Department of Community Development...

The draft will also be accessible online at www.shreveporotla.gov under the Department of Community Development--2025 Annual Action Plan."

Seemingly the reader of this notice could fairly assume that the draft would be posted on the website on July 10,2025. The published notice did NOT indicate the online dates for the plan.

As of 3 p.m. today Wed., July 16 the draft of the plan was NOT posted on the website.

The published notice requested that comments on the draft be sent to two Community Development persons, with their email addresses.  

An email was sent to both persons (collectively) on Monday July 14, 2025  at 1:55 p.m.advising that the plan could not be found on the website. The email requested a link to the draft plan.

The email was NOT answered.

A second email, enclosing the Monday email, was sent at 11:24 a.m. to the two collectively on Tues July 15, 2025 inquiring about the absence of the online draft plan. This email was copied to the department head.

This second email was NOT answered.

A call was made of one listed person at 3:30 p.m. today Wednesday. This person advised the plan would be posted tomorrow Thursday.

Hmmm.

Was the public notice inadequate in not stating the date the plan would be online.?

Was the draft of the plan available on July 10 at the Community Development Office?

Why were two emails requesting information on the draft plan not answered?

Why was it necessary to call a listed person to get information on when the plan would be posted online?

Geez, how does this incident build confidence in the Department of Community Development.
