John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

John is published weekly in The Inquisitor, bi-monthly in The Forum News, and frequently in the Shreveport Times.

He enjoys addressing civic groups on local government issues and elections.

 

SHREVEPORT'S COMMUNITY DEVELOPMENT 2025 HUD ACTION PLAN--SEE WHAT IT SAYS


What's in this 2025 HUD Annual Action Plan?

Evidently this is just another bureaucratic check the box report to get HUD funds. One can skip the mission statement, the obligatory meet the leadership page with headshots and email addresses (good luck on getting those answered) and intro page.

The 2024-2028 Consolidated Plan GOALS page has the list which is "based on feedback from you, the citizens of the city of Shreveport, the 5-year plan has the following:"

1. Increase the number of affordable housing units (rental and home ownership),

2. Assist with owner occupied rehabilitation and reconstruction,

3. Enhance rental rehabilitation,

4. Expand and improve public facilities,

5. Meet the economic and vocational needs of low to moderate income citizens as well as those with special needs through training and job creation, and

6. Serve the needs of homeless people (men, women and children) through rapid rehousing, homelessness prevention shelters.

The page "How can funding be used" lists CDBG:Community Development Block Grant, HOME: Home Investment Partnership Program and ESG:

Emergency Solutions Grant Program.

The Projects in Progress pages shows  66 CDBG Projects, 4 ESG projects, 3 HOME Projects and 4 HOME-ARP. These 77 projects are in 19 targeted neighborhoods. A public records request has been made to get a specific list of the projects and the targeted neighborhoods.

The 2025 HUD Budget Allocation page shows total funding of over $2.9 million from CDBG, HOEM, and ESG. After reduction of expenses for Administration and "Other", a total of over $1.75 million will be spent on these projects.
