John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

John is published weekly in The Inquisitor, bi-monthly in The Forum News, and frequently in the Shreveport Times.

He enjoys addressing civic groups on local government issues and elections.

 

CADDO SHERIFF FAILS TO ANSWER PUBLIC RECORDS REQUEST ON TRAVEL EXPENSES

The 2025 Louisiana Sheriff's Association Sheriffs' and Wardens' Training Conference was held at Hilton Sandestin in Destin Florida from July 27th-31st of this year.

Caddo Sheriff Henry Whitehorn, Chief Deputy Rick Ferris and Deputy Sheriff Attorney Josh Williams attended this conference. Additional personnel from the Sheriff's Office may also have attended this conference. Reportedly these individuals traveled by plane to Destin.

A public records request was emailed to Whitehorn and copied to Williams on August 1, 2025.

The request was for the names of all Caddo Sheriff personnel who attended the conference and the total costs paid by the Sheriff's office for attendance--registration fees, travel fees, hotel costs, food costs, tips, etc. The email requested the information be provided by August 8, which is a longer time interval than mandated by the Public Records Act.

No documents were provided in response to this request.

A follow-up email was sent to Williams at noon yesterday for this information has not been answered.

As the chief law enforcement officer for Caddo Parish, one should expect compliance by Whitehorn with Louisiana laws. The Public Records Act certainly applies to the high sheriff and it can be enforced by litigation.
