John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.

He’s been active in Shreveport politics since deciding to make Shreveport his home.

John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.

John is published weekly in The Inquisitor, bi-monthly in The Forum News, and frequently in the Shreveport Times.

FINALLY, CADDO PARISH ADMINISTRATION PROVIDES WALTER B. JACOBS PARK COSTS

It was like pulling teeth.

It took column emailed to 5000 and an email to Caddo Parish Administrator with copies to all Caddo Commissioners, Caddo Parish Attorney and Caddo Parish Assistant Administrator to get an answer to a long over dure public records request that had not even been acknowledge by Parish staff.

So much for efficiency by a highly paid Parish office staff.

The public records requested as identity of the construction manager for the total renovation of the Walter B. Jackson Park, the fees paid to the construction manager and total cost of the project.

The only information provided was copies of the Construction Contract with Lincoln Builders of Ruston and Account Receivable printouts.

The contract amount on the contract dated May 17, 2024, was $13,746,146.

What is assumed to be the last Contract/PO Order executed with Lincoln Builders on February 3, 2026, reflected a total contract price of $14,650-,433. Presumably this was the total cost.

It is NOT known if Lincoln Builders was the construction manager for this project.
