At least 121 state of Louisiana employees in the governor’s office—ranging from top aides to interns—signed confidentiality agreements covering on-the-job knowledge, which remain in effect even after they leave employment.
Henry Whitehorn has required all Caddo Parish Sheriff deputies to also sign NDAs.
He is the only elected official in northwest Louisiana to make such a requirement and probably the only elected Louisiana official other than the Guv himself.
Whitehorn also has the distinction of being the only elected official to charge for EVERY public records response, like charging a dollar for a page with only three sentences on it.
Whitehorn is by far the least transparent elected official in northwest Louisiana—and perhaps the state.
