Henry Whitehorn was sworn in as Caddo Sheriff on July 1, 2024.
One of Whitehorn’s campaign promises was to reduce the inmate population at the Caddo Correction Center (CCC).
This facility was built to hold 1170 inmates.
Currently the inmate population is approximately 1700.
Inmates sleep three to a cell—one sleeps on a pad between the built-in bunks. Inmates also sleep on pads in the open area of each pod.
Total CCC inmate population on December 15, 2023, when Steve Prator was sheriff was 1465.
The inmate population on August 1 of this year was 1,751—an increase of almost 20%.
Whitehorn unveiled a 2025-2029 Strategic Plan in July of last year (2025) that set a goal of reducing the CCC inmate population by 25%.
To date, Whitehorn has not released information that shows any progress on his inmate reduction effort.
John came to Shreveport in January of 1977 when he was transferred to Barksdale AFB.
He’s been active in Shreveport politics since deciding to make Shreveport his home.
John practiced law for 40 years and he now monitors local politics. He regularly attends Shreveport City Council and Caddo Parish Commission meetings.
