Hand Construction Company was awarded the $22 million plus contract for the teardown and reconstruction of the Shreveport Police Departments old headquarters building at 1234 Texas Avenue.
This contract was awarded in January of this year.
Last year (2025) Mayor Tom Arceneaux’s campaign received maximum donations of $6000 each from the owner and his wife of Hand Construction—Mr. and Mrs. Casey Hand.
This year Mayor Tom’s campaign deposited a $5,000 donation from Casey’s son, Kyle, who is the Hand Construction VP of Construction Services.
There’s a popular proverb that the acorn does not fall far from the tree and an old political adage of follow the money. Obviously both apply here.
Like any incumbent mayor, Arceneaux has received massive donations from vendors who either have work with the city or want work with the city. These contributions are just another example of the power of the incumbency.
