Mayoral Candidate Phelps Files Amended Campaign Finance Report

Yesterday (Tues.) afternoon  a Settle Talk column captioned “Mayoral Candidate Phelps Joins the False Campaign Expense Report Club” was emailed to approximately 5,000 people including Phelps and her key campaign supporters (See copy below).

The column stated her report was false because it did NOT reflect any campaign expenses.

This morning (Wed.) Phelps filed an amended report that reflected almost $16,000 in campaign expenses with funds on hand on Sept. 24, 2026, of over $82,700.

State representative Tammy Phelps is a Shreveport mayoral candidate.

She started the year with over $34,000 in campaign funds from her House of Representative seat that can be used in her mayoral campaign.

Today she filed her campaign expense report with the Louisiana Ethics Administration for the period from Jan. 1 through Sept. 24 of this year.

Phelps lists $0 (zero dollars) as campaign expenses.

But she has posted yard signs and large campaign signs on skids.

She has a campaign website.

She has printed campaign materials.

She has a campaign announcement at a rented venue.

She has had other campaign events that required spending money.

But NO expenses are listed for these obvious campaign costs.

So what is the deal?

Why has Phelps filed a false campaign expense report?
