Tammy Phelps Well-Positioned For Mayor’s Election

Shreveport mayoral candidate Tammy Phelps reported over $82,000 in campaign funds on her Sept. 24,2026 financial report, which was second only to Mayor Arceneaux’s massive campaign chest. She raised $64,000 this year between Jan. 1 and Sept. 24.

Phelps has much more clout with black Democrat voters than Stormy Gage-Watts for several reasons:

1. She actually lives in the Shreveport city limits.

2. She holds a position of much more responsibility, being a member of the Louisiana House of Representatives.

3. She does not try to appear differently than she looks.

4. She has a humble personality versus a condescending attitude.

5. She has stronger endorsements.

Speaking of endorsements, Phelps’ local big donors include Senator Sam Jenkins, former Shreveport mayor Keith Hightower, former senator Greg Tarver, Shreveport attorneys Trey Morris and Ron Miciotto, Bernie Woods, and Archie Hall.

Phelps received substantial donations related to her position as a state representative, including many out-of-town PACs and professional organizations.

In her amended campaign finance report Phelps listed almost $16,000 in expenses, which included canvassing, social media, and signage. Unlike Stormy Gage-Watts, Phelps did list t-shirts and fundraising/event expenses.

Phelps has run a large district contested political race which is no doubt is a big plus for her campaign.
